Enrique Marquez appearing in federal court was charged with conspiring to provide material support to terrorists.
The former neighbor and friend of Syed Farook is accused of supplying the assault rifles Farook and his wife Tashfeen Malik used to massacre 14 people at a holiday party in San Bernardino.
Prosecutors say Marquez also plotted other attacks with Farook that were never carried out.
According to court documents, the pair planned to detonate pipe bombs on State Route 91 during the afternoon rush and then shoot at law enforcement as they arrived.
Prosecutors say they also planned to target the library or cafeteria at Riverside Community College where they had both been students.
Neighbors say they are stunned.

Marquez is also charged with defrauding immigration authorities by entering into a sham marriage.
Authorities say Farook convinced Marquez to marry the sister of his brother’s wife.
If convicted, Marquez faces up to 35 years in prison.
