A photograph of a drowned migrant baby in the arms of a German rescuer has given yet another human face to the tragic Mediterranean crossing by migrants and refugees. Nathan Frandino reports.

This is the latest victim in Europe’s migration crisis.

The German rescuer in the photo says he spotted the baby in the water like a doll with its arms outstretched.

The photo was distributed by humanitarian organization Sea-Watch, which found the baby Friday.

Ruben Neugebauer is its spokesman.

(SOUNDBITE) (English) SEA-WATCH SPOKESMAN, RUBEN NEUGEBAUER, SAYING:

“It’s always a difficult decision to publish such a picture, but in this specific case we decided to send the picture out because of the graveness of the situation. We thought that this material needs to be published because what we see here is the effect of European foreign policy.”

The baby was among at least 700 migrants, the U.N. says, who may have died at sea this past week.

Many are fleeing wars, oppression and poverty — and often do not know how to swim and do not have life jackets.

The International Organization for Migration estimates that more than 8,000 people have died in the Mediterranean since 2014.

Neugebauer says he hopes the picture forces people to confront the ongoing tragedy.

(SOUNDBITE) (English) SEA-WATCH SPOKESMAN, RUBEN NEUGEBAUER, SAYING (WHEN ASKED WHAT IMPACT THE PHOTO WILL HAVE):

“I hope that we can at least touch some people with this because we have to know as Europeans we have to be responsible for this situation.”

A situation with no easy answers — and few signs of any resolution.
