“In our view an absolutely unprecedented decision has been made. The entire national paralympic team has been banned from the Rio de Janeiro Games based on the notorious McLaren report, which is completely unfounded and does not contain a single fact proving doping use by our para-athletes. The investigation has not been completed, but nonetheless the decision to ban our team from participating in the Games has been made before the conclusion of the investigation”

STORY: Russians have criticised the CAS decision to reject their appeal against a Paralympic ban, saying it is unfounded and unfair.

The Court of Arbitration for Sport (CAS) said on Tuesday that Russia has lost its appeal against the International Paralympic Committe ban applied for widespread state-supported doping.

The decision to exclude the entire Russia team, initially made on August 7 by the IPC, means that at least 260 competitors are now set to miss the September 7-18 event.

Russian Paralympic long jumper Vadim Alyoshkin said: “Of course I understand that this is a point of no-return. This is ugly. This is a major powerful blow to the entire Paralympic movement in the world. This leads nowhere. There is no common sense in it. There is no point in searching for some kind of hidden motives. We are simply pawns in a big game we have nothing to do with.”

Russian Paralympic Committee Secretary General Andrei Strokin called the decision “absolutely unprecedented”.

“The entire national Paralympic team has been banned from Rio De Janeiro Games based on the notorious McLaren report which is completely unfounded and does not contain a single fact proving doping use by our para-athletes. The investigation has not been completed, but nonetheless the decision to ban our team from participating in the Games had been made before conclusion of the investigation.”

The IPC went further than the International Olympic Committee (IOC), which stopped short of a blanket ban on Russia at this month’s Rio Games and left the decision instead in the hands of international sports federations.

CAS, sport’s highest tribunal, said its panel found the IPC “did not violate any procedural rule in dealing with the disciplinary process” which led to Russia’s suspension.

It added the ruling was “proportionate in the circumstances” and that the Russian Paralympic Committee (RPC) “did not file any evidence contradicting the facts on which the IPC decision was based”.
